Waters Economics prepared a detailed written submission to the Stage 3 Community Engagement for the Hung Shui Kiu New Development Area (HSK NDA).

The objective of our submission was to support the HSK NDA and to provide the government with the confidence to share with the public the strategy to achieve the NDA’s economic and employment objectives.  

The submission supported the concept of major new employment node at HSK NDA but through analysis of employment trends and sector outlooks, demonstrated that the scale of employment target was high and may be difficult to achieve. Waters Economics suggested a range of analysis and measures which may assist in reaching the employment target.
