Waters Economics undertook an economic assessment that formed a key part of the evidence submitted for two planning applications. The assessment considered the suitability of North Point/Quarry Bay as an office location, drawing on Hong Kong’s land supply policy, an evaluation of the achievements of office decentralisation policy and local area impacts. 

The analysis also included an international comparison of smart city initiatives, the assessment of economic activities and clusters of office use, in addition to an analysis of property market performance, supply and demand.
